New draft decision on "Approving the Export Promotion Support Program

The draft decision of the Government of the Republic of Armenia on "Amendments and Additions to the Decision on Approving the Export Promotion Support Program" is now available on the Unified Website for the Publication of Legal Acts' Drafts.

Key Proposed Changes:

  • Support Period Adjustment: The financial support will be provided for exports made between February 1, 2025, and December 31, 2026. The current version of the decision stipulates support for exports made from January 1 onwards.
  • Expansion of Eligible Importing Countries: Canada has been added to the list of eligible importing countries.
  • Removal of Administrative Proceeding Requirement: The requirement stating that no administrative proceedings for tax obligations collection should have been initiated against the exporter within the 365 days preceding the application date has been removed. This change is due to the frequent and diverse nature of such proceedings, including cases arising from technical issues or financial difficulties leading to even a one-day delay in tax payments.
  • Clarification on Required Documents: The list of required documents now explicitly includes a certificate from the customs authority of the importing country indicating the actual customs duty rate applied to the exported product, including cases where:
    • A zero-duty rate is applied.
    • Anti-dumping duties are imposed or not imposed.

However, since the list of required documents already includes a copy of the import declaration, which contains the same customs duty information, the proposed change allows these documents to be used as alternative options. That is, the document specified in Subparagraph 3 of Point 10 of the decision will be considered an alternative to the document specified in Subparagraph 1 of the same point.
